The Chief Administrative Officer (CAO) has overall responsibility of all business affairs and delivery of services provided by the County of Hastings. Through a management team consisting of 6 department heads and the Deputy Clerk, the CAO ensures the efficient and effective operation of all departments of the County.
The CAO works closely with the Warden and County Council and coordinates, directs and broadly supervises the implementation of all programs approved by County Council. The CAO has the responsibility of coordinating and directing the preparation of plans and programs to be submitted to County Council for the development and improvement of County services, property and facilities.
The County of Hastings is a member of Eastern Ontario Wardens’ Caucus Inc.(EOWC), a group which consists of 11 counties and the single tier municipalities of the City of Kawartha Lakes and Prince Edward County, representing some 900,000 property taxpayers across the region. The Eastern Ontario Wardens’ Caucus is an advocate for Eastern Ontario in an effort to bring about positive change in the communities by making coordinated recommendations to both the Provincial and Federal governments. The CAO and Warden are both active members of this group and participate on committees and boards that work toward improvements in the development and improvement of the communities of Eastern Ontario.

County Council adopted the current Strategic Plan in May 2007 and the plan is regularly reviewed and updated. The strategic plan explains in detail the actions and activities that Hastings County, as an upper tier government, will undertake to help achieve the vision and mandates for a prosperous county.
The summary section of the plan provides an overview of these actions and activities. It does this both for government as a whole and by department.
For each department, there is a brief description of general roles and responsibilities. The summary then looks in particular at the strategic goals of each department that follow from the County’s vision and mission. At the end of each departmental overview, there is a description of any new programs or activities that the department plans to undertake to work toward the strategic goals.
The second half of this document provides a more detailed breakdown of the plan by department. For each strategic goal described in the summary, there is a list of short-term goals, action plans, and measures of success.

Hastings County operates to a very high standard of openness and transparency. To this end, we have appointed a Municipal Closed Meeting Investigator in accordance with Section 239 of the Municipal Act, to investigate in an independent manner whether the municipality has complied with the Municipal Act and our Procedural By-law in respect to a meeting that was closed to the public.
